High usage, zero usage, missing reads, and rollovers are flagged before anything posts, with every bill previewed.
Post and send bills
Print postcard bills four to a sheet, with no envelopes to stuff, or letter bills with a stub. Every bill has a QR code to pay, and paperless customers get theirs by email.
Take payments
Post cash and checks at the window. Residents pay online and the payment lands on their account by itself.
Post revenue to UAN
The receipts report splits every dollar by fund code, so posting to UAN takes minutes instead of an afternoon.
Apply penalties
After the due date, late penalties apply to unpaid current charges, and the shutoff list prints in route order.

Many tickets go to drivers passing through. They don't need an account or a utility bill: they scan the QR code on the mailed notice, or enter the citation number and last name, and pay by card or bank account from anywhere. The money goes straight to the village's bank account.
Set a convenience fee that covers processing and the payer covers it, so taking court payments online costs the village nothing per payment.
